Popularly known as the Cult of the Dragon Below, the Esoteric Order of the Celestial Dragon is a group of mages and civilians. It is headed by Vatimah Tinc. Their current plan is to "summon" (actually release) a primordial, thus they are allied with invaders. They are working as inside agents in Cyoria. They believe the mana well in Cyoria is on is a holy location, a direct passage to the World Dragon's heart.
They also supplied wealth and plans to aid in the soul mage conspiracy.

The colloquial name "Cult of the Dragon Below" was replaced with "Cult of the World Dragon" in the November 2021 revision of the novel text, presumably to avoid using the name appearing in Eberron (a Dungeons & Dragons campaign setting, to which the Mother of Learning setting is similar).
